Why do so many news institutions use this crazy headlinese wording?

Woman shot after bullets spray home

You see this all the time.  But I'm pretty certain she wasn't shot after the bullets sprayed her home (though that might have been a more interesting story).  She was pretty much shot when bullets sprayed her home.  Shot by the bullets.  You know, that were busy spraying her home.
